Position Overview

The Director, Health Services holds primary responsibility for the delivery of health programs and success of all contracts executed within Health Services. The Director, Health Services is responsible for providing leadership and direction to the Health Services team by directing all aspects of internal operations, including budgeting and financial performance of the portfolio, risk management, delivery excellence and customer satisfaction, individual project management, and talent management/development of the team; and for contributing to the evolution the Health Services Line's offerings to appeal to a wider customer base and drive growth.

Responsibilities

Contract Delivery:

• Oversee all aspects of health services contracts and delivery within the HCPR contract with DND, ensuring high quality, efficient and compliant operations.

• Overall responsibility for revenue, gross margin, customer satisfaction and workforce satisfaction

• Oversee preparation for and attend Contract Progress Review meetings and Performance Incentive Fee Board meetings, as required

• Cultivate and maintain relationships with major stakeholders within Dept of Defence and other key organizations

• Develop and implement plans to grow the portfolio, to win renewals and maintain backlog

• Develop and implement plans to achieve growth within existing contracts

Pre-Sales/BD Support:

• Support the Marketing Group's efforts to develop, deliver and maintain Health Services collateral

• Support the Health Service Line's marketing plan in order to promote the visibility of Calian Health and thought leadership in general

• Attend meetings with customers, support service line presentations to customers and prospective customers

• Participate in opportunity capture plans

Participate in bid/no bid meetings, support proposal development, participate in proposal pricing

Service Line Evolution and Communications:

• Contribute to the planning and implementation of service line modifications/expansions to attract a wider customer base in targeted sectors

• Contribute to the execution of competitive analysis in order to develop service offering enhancements and/or support opportunity assessments

• Join and participate in applicable service line-related associations

Management:

• Manage all health services delivery personnel, in some cases through subordinate managers

• Maintain the processes and procedures for managing contracts in the Health Service Line and recommend technology/innovations/improvements needed to support growth

• Help create service line annual budgets and quarterly forecasts, and track progress toward those goals

Other duties as required within the context of the role.

Qualifications

  • University degree in a discipline relevant to the position, such as Business Administration, Commerce, Project Management, or an acceptable combination of education and experience
  • 10 years of senior management experience in the delivery of contracts, projects, and/or programs
  • 10 years of experience in the procurement and delivery of government contracts;
  • Federal government contract experience with the Dept of Defence is desired
  • Deep experience in fostering stakeholder relations
  • Experience managing a contract portfolio with an annual revenue of $50M or more
  • Experience tracking and winning business development opportunities, including proposal preparation support
  • Experience in budgeting, forecasting, and financial tracking
  • Experience in costing proposals
  • Strategic vision and ability to think strategically, anticipating future consequences and trends and incorporating them into the organizational and strategic plan
  • A clear sense of urgency to achieve results.  A “can-do”, “let’s make it happen” attitude and a focus on a positive customer experience
  • Exceptional written and oral communication skills, effectively articulates concepts and strategies to stakeholders
  • Creative ability to identify potential new business
  • Highly developed sense of tact, discretion, and judgement in dealing with confidential, sensitive and/or delicate matters
  • Ability to gather, prioritize, and analyze statistical, operational, and financial data skillfully
  • Demonstrated ability to develop and execute projects and process improvement initiatives including planning, requirement gathering, data analysis and reporting
  • Ability to lead high-performing teams to maximize individual and team outcomes
  • Interpersonal skills in establishing and maintaining effective working relationships with others
  • Flexibility and calmness in dealing with managing multiple priorities and projects simultaneously with a track record of creativity and innovation in problem solving
