4Position Overview

The Manager, Emergency Management plays a key leadership role in the delivery, performance, and growth of emergency management services at Calian. This role is responsible for leading a multidisciplinary team supporting emergency management programs across nuclear facilities and all-hazards environments. The Manager provides technical oversight and strategic direction for the development of emergency plans, procedures, training, and exercises, ensuring alignment with regulatory requirements and industry best practices. The successful candidate will contribute to strengthening emergency preparedness capabilities across client organizations while driving innovation in emergency management approaches, including support for clients in the rapidly evolving nuclear space.

Responsibilities

Leadership & Team Management

  • Lead, mentor, and develop a high-performing emergency management team, fostering technical excellence and professional growth.
  • Oversee team resourcing, workload management, and capability development.
  • Provide technical guidance and quality assurance for project deliverables.

 

Technical Oversight & Program Delivery

  • Provide oversight and accountability for the development of emergency management deliverables
  • Review, verify, and approve complex technical reports and analyses.
  • Ensure all work is executed in accordance with quality assurance programs and applicable regulatory frameworks.

 

Stakeholder & Client Engagement

  • Act as the primary point of contact for clients, partners and suppliers.
  • Build and maintain strong relationships across utilities, government agencies, and industry partners.
  • Support the delivery of services including emergency exercises, drills, training, engagement and real-time response activities as required.

 

Business Growth & Strategy

  • Support business development through proposal writing, client engagement, and identification of new opportunities.
  • Expand service offerings in emergency preparedness, including integration with safety analysis, security, and continuity planning.
  • Contribute to organizational strategy related to emergency management.

 

Innovation & Continuous Improvement

  • Introduce innovative approaches to emergency management, including digital tools, modeling, and integrated risk frameworks.
  • Support evolving regulatory expectations and emerging risks (e.g., cyber, climate, multi-hazard scenarios).
  • Promote lessons learned and continuous improvement across programs.

Qualifications

  • Bachelor’s, Master’s, or Ph.D. in Emergency Management or related field.
  • Minimum 8+ years of experience in emergency management, preferably within the nuclear or highly regulated industry.
  • Minimum 4+ years in a leadership or management role, including experience developing teams.
  • Demonstrated experience in:
    • Emergency preparedness program development, including plans, procedures and training
    • Exercise design, delivery, and evaluation
    • Risk assessment methodologies (HIRA/HRVA)
    • Business continuity and resilience planning
    • Security programs (physical, cyber, data and/or personnel)
  • Strong understanding of applicable regulatory frameworks (e.g., CNSC REGDOCs, CSA standards related to emergency management).
  • Experience working with nuclear facilities or comparable critical infrastructure is strongly preferred.

 

Certifications (Assets)

  • Certified Emergency Manager (CEM) or equivalent
  • ICS certification (I-300 or higher)
  • Business Continuity certification (ABCP/CBCP)

  • High attention to detail and commitment to quality.
  • Ability to obtain Government of Canada Secret security clearance.
  • Ability to work in a hybrid model from one of the following locations: Ottawa, Toronto, or Saskatoon.
  • Willingness to travel (as required) to support client engagements and exercises.

Compensation

$100,000 to $140,000
